From 2017 to 2022, USAID Transform: Primary Health Care Activity has been led by Pathfinder International in partnership with consortium members JSI Research and Training Institute, Inc., Encompass
LLC, Abt Associates Inc, and Ethiopian Midwives Association—and in collaboration with the Ministry of Health, Regional Health Bureaus, and non-governmental organizations. The project's objectives were to prevent child and maternal deaths and enhance capacity
of the primary health system by supporting government’s health sector transformation plan.
USAID Transform: Primary Health Care Activity was implemented through phased and adaptive approaches, addressing bottlenecks,
harnessing existing mechanisms and investments, collaboration, introduction of innovations, capacity building, and sustainability mechanisms.
