The International Rescue Committee and USAID Partnership for Advancing Community-Based Services (PACS) project invite you to participate in a virtual event on Thursday, 9 July 9:00am-10:30am EDT. PACS, a five year project led by the International Rescue Committee in coordination with the Ministry of Health in Liberia, restored community-based health services after the Ebola epidemic and broadened capacity to implement community-based health services under the National Community Health Assistant Program (NCHAP). With speakers from the Ministry of Health in Liberia, Liberian civil society organizations, development, humanitarian, and donor agencies, along with representation from the private sector at the virtual table, we will unpack lessons from PACS, explore how these lessons learned post-Ebola response and during recovery can be applied to COVID-19 adaptations, and identify best practices for community health system strengthening for response and recovery. New Options Brief Calls for a Global Funding Effort to

Support Local Advocacy


Advocacy for family planning and sexual and reproductive health and rights has a strong track record of achievements. Yet how do aspirations for a resilient local civil society align with donor investments and values like local ownership and sustainability?

A new brief tackles this question and lays out options for how donors, nongovernmental organizations (NGOs), and governments can adopt approaches that better support local ownership of health, development, and human rights advocacy. It also a proposes a model global investment mechanism with the key elements needed to advance and sustain a meaningful advocacy effort.

The recommendations in The Future of Advocacy: Local Ownership, Sustainability, and Grant-making build on an extensive literature review and a series of consultations with more than 170 experts representing NGOs, donors, and academia. It focuses on family planning and reproductive health and rights, but findings and conclusions also apply to other health sectors and to development in general.

In January, we put out a call for field-based implementation stories that documented experiences and lessons learned when implementing high impact practices in family planning. We were so impressed by the quantity and quality of the 110 submissions received and want to thank everyone who contributed. Of the 110 submissions received, the review panel identified 15 winners.

Welcome to the first issue of the High Impact Practices in Family Planning (HIP) Newsletter!

The purpose of this newsletter is to inform you of new HIP materials, webinars, and other activities and initiatives on a quarterly basis. Please share widely and sign up for future newsletters using the link below.

 

 

 

New HIP Products

The HIPs Partnership is pleased to feature three recently-published HIPs:

UPDATED: Supply Chain Management (June 2020): Stockouts of popular contraceptive products are common and persistent across many countries. Establishing and maintaining effective supply chain management is essential to making modern contraceptives available and thus helping individuals achieve their reproductive goals. This Enabling Environment HIP focuses on key practices to strengthen the management of each step of the supply chain from the manufacturer to the service delivery point.

UPDATED: Family Planning Vouchers (June 2020) This HIP Enhancement discusses the potential contributions of vouchers to enhancing the quality and voluntary use of contraceptive services. Vouchers are paper or electronic referral coupons that clients can take to an accredited health care provider in exchange for health care services. In settings where potential clients must pay for contraceptive services and/or methods, vouchers can reduce these financial barriers and facilitate access to a wider range of contraceptive options.

NEW: Family Planning in Humanitarian Settings: A Strategic Planning Guide (March 2020): This guide leads decision-makers through a strategic process to identify actions that improve family planning access in places at risk of, experiencing, or recovering from crisis events. The process supports country-level managers to think through preparedness actions so countries can bounce back more easily from regional or localized crisis and maintain their development gains. UPCOMING: The HIPs Partnership, in collaboration with the Ouagadougou Partnership, will host a French webinar: Groupe d’engagement communautaire (Community Group Engagement) on June 30th from 10:00 to 11:30am (EDT). Register to attend

 

 

Service Delivery HIP Brief Updates

Ensuring that the HIP briefs, strategic planning guides, and other resources are up-to-date and reflect current peer-reviewed and programmatic evidence is a core priority for the HIPs partnership.

From May 20-22nd, the partnership hosted a Technical Task Team meeting, which engaged 25 technical experts, writers, and HIP TAG members to launch the update of three Service Delivery HIP briefs:
 

1) Social Marketing
2) Drug Shops & Pharmacies
3) Family Planning & Immunization Integration


Despite transitioning to a virtual platform, the workshop was able to accomplish all objectives and participants reported overwhelmingly positive feedback. The teams look forward to sharing draft updated briefs for public comment in Fall 2020. 

 

 

 

June TAG Meeting

The HIPs Technical Advisory Group (TAG) held its semi-annual meeting from June 9-10th, 2020, hosted by WHO. Despite convening virtually for the first time due to the coronavirus pandemic, the TAG was able to accomplish its goals of reviewing draft HIP materials, making recommendations about the strength and consistency of the evidence and adherence to HIP criteria, and continuing to refine HIP processes and identify priority activities. 

Highlights from the TAG agenda include:

  • Updates on progress from the November 2019 TAG meeting
  • Review and recommendations to forthcoming HIP Enhancement briefs:
    • Adolescent Responsive Contraceptive Services
    • Digital Health for Providers
  • Evaluation of new HIP concept notes
    • Selection of new Strategic Planning Guide for development: Facilitate Meaningful Adolescent and Youth Engagement and Partnership in AYRH Programs and Policies
  • Production & Dissemination (P&D) Team updates
  • Planning for the Social and Behavior Change (SBC) brief updates

I am so excited to introduce a new antiracism e-course running from July 31st - August 31st, 2020! In collaboration with diversity, equity and inclusion consultant Cici Battle, we will be hosting a 4 week e-course intended to catalyze the lifelong journey towards transformative antiracism. Through safe digital spaces to unpack with peers, e-resources with reflection exercises, and facilitated small group discussions, we hope our participants will:

  • Understand systems which make up the enabling environment for white supremacy culture
  • Unpack white fragility and its impact on antiracism 
  • Analyze everyday manifestations of racism within your environment
  • Create antiracist practices which aid in dismantling white supremacy culture

We are also so excited to have my friend Rachel Cargle joining us for a private conversation + Q&A with participants. Register here, and remember that 20% of all proceeds from this e-course will be donated to grassroots organizations who are committed to liberating Black people.

The webinar will include presentations from:

  • Claudia Garcia-Moreno, who directs work on gender-based violence at the World Health Organisation, sharing the WHO’s guidance on supporting survivors of SGBV
  • Amy Bucknall, Safeguarding Lead at Marie Stopes UK, on the rising rates of domestic violence and safeguarding referrals seen in the UK under lockdown and their safeguarding pathways for clients facing violence
  • Rumbidzai Matewe, Programmes Director at Population Services Zimbabwe, presenting with Katswe Sistahood, a youth movement supporting survivors of gender-based violence in Zimbabwe, on how partnership between GBV and SRHR specialists can ensure high quality care for survivors.

Self-care interventions as an essential part of a well-functioning health system

The World Health Organization (WHO) defines self-care as the ability of individuals, families and communities to promote health, prevent disease, maintain health, and to cope with illness and disability with or without the support of a health-care provider.

In the wake of the COVID-19 pandemic, when health systems are overwhelmed with the immediate response, and in planning for a sustainable, quality health care delivery post-COVID-19, self-care interventions for health are and will play a major role in ensuring the right to health for all.
 
Join us in this first seminar by WHO and the World Bank, discussing the increasing role of self-care interventions to build sustainable health care during and post-COVID-19 pandemic.

UHC2030 is currently collecting stories and evidence on how people access and experience health care services in their communities.

Many countries are taking real and measurable steps forward to achieve UHC. To better understand these global and country commitments, we’re producing a multi-stakeholder review called the ‘State of UHC Commitment’ with hard data about how governments are delivering on their commitment to UHC.

This survey is seeking responses from organizations working towards UHC and aims to:
  • Gain insight into progress towards UHC at country and community levels through collecting the experiences of non-government actors, especially civil society and private sector
  • Ensure that UHC2030's State of UHC commitment review reflects the reality of UHC in communities.

I've been receiving for years HIFA newsletters etc. and wondered if the below message is in regards to major change in HIFA objectives?

The COVID 19 situation is an example of data crises as to those who are infected and those died resulting in chaos as to whose information is correct. It's a mess a crisis of what's happening. There is little criteria on the primary cause of death no standard etc efc.

This is an area we need standardization and agreed rules of information collected. WHO or another body should initiate such an undertaking.

Many thanks for your message. There is no major change in HIFA objectives: our work is primarily about healthcare information, for example guidance and clinical guidelines.

Such guidance is ultimately dependent on data. We are aware that there are some huge issues around collection and reporting of data on COVID-19. HIFA connects with other organisations that address these issues.

The Task Sharing Strategic Planning Guide is intended to lead program managers, planners, and policymakers through a strategic process to determine if and how task sharing family planning (FP) services can be used to help achieve development goals. Task sharing is defined as the systematic redistribution of family planning services, including counseling and provision of contraceptive methods, to expand the range of health workers who can deliver services (WHO, 2017). Family Planning Stakeholder Mapping in Asia

 

Goal

To identify and present qualitative information on key stakeholders within the Asian region that the Knowledge SUCCESS project could engage with for the successful implementation of knowledge management activities for improved family planning and reproductive health (FP/RH).

 

Objectives

  1. Prioritize non-governmental organizations (NGOs), technical working groups (TWGs), and other key stakeholders according to their capacity to influence and their level of involvement in FP/RH in selected Asia countries for Knowledge SUCCESS to work with on knowledge management activities.
  2. Identify content creation and dissemination partners as well as opportunities for broader dissemination of KM products developed under Knowledge SUCCESS project. 

 

Deliverable

A matrix of stakeholders/partners, short analysis report, and an accompanying PPT.

 

Key Questions the Mapping Exercise will Explore

 

  1. Who are the main stakeholders of the FP/RH community in Asian countries? (Types of organizations, location, area covered, etc.).
  2. What are the stakeholders and forums that Knowledge SUCCESS should prioritize to work with? (Level of influence, funding level of commitment, national and regional anchorage, etc.)
  3. What actions can Knowledge SUCCESS take to best engage stakeholders in this region?

 

Focus countries

USAID Population and Reproductive Health (PRH) priority countries in Asia: Afghanistan, Bangladesh, India, Nepal, Pakistan, Philippines, and Yemen.

 

Methodology

Information Sources 

  • Desk review of existing FP/RH stakeholders and their functions and activities in the region
  • Co-creation workshop notes (provided)
  • Key informant interviews via Zoom, Skype, or WhatsApp

·        Decision makers (e.g., MOH, select co-creation workshop participants) 

·        NGOs, FBOs and CSOs working in FP/RH, including co-creation workshop participants

·        Small-group interviews via Zoom, Skype, or WhatsApp

 

The questionnaires will explore: 

  • How is each organization or TWG involved in FP/RH in their country as well as the region?
  • What are the recent, current, and planned KM activities and products?
  • Which organizations do they see as key for Knowledge SUCCESS to collaborate with? 
  • How are partners collaborating and TWGs functioning in the time of COVID-19? How have their FP/RH priorities and strategies shifted as a result of COVID-19?

 

Expected Outputs

  • Short report analyzing information from the desk review
  • Produce summary tables for stakeholders and forums that includes information on each respondent’s level of influence and contribution to FP/RH activities. Format will be provided to ensure consistency in other landscaping activities.
  • Engage select partners to have the opportunity to review and comment on the matrix and presentation prior to finalizing the document. 

 

Selection Criteria

Respondents will be evaluated based on the following criteria:

  • Overall response and understanding of the scope of work described herein
  • Availability to start right after full execution of the consultancy contract and to produce the outputs by October 31, 2020.
  • Evidence of technical capability as shown by prior work, especially familiarity with the Asia region
  • Past performance as articulated by former and/or current clients

Proposal Requirements

Consultants/Firms should be aware that services will be performed for a program operated by a department at a university, designed to benefit the public good through the improvement of international public health services. The project is funded through USAID and as such is subject to US government terms and conditions.

Please submit a proposal that includes:

Proposed approach to task: Proposals should include a general description of the proposed approach, as well as any other relevant descriptions of processes and ideas that are believed to be relevant to this project.

Budget: Please provide an itemized budget with this scope of work and/or a description of your fee schedule. 

References: Three references with reference name and contact information are required.

Past performance/Capability statement: Proposals should also include a brief summary of their professional background  and a minimum of three relevant descriptions of past performances, particularly with similar projects. Examples of similarly produced materials would be preferred.

CCP expects work to begin on this project immediately after the contract has been fully executed, and completed in October 2020.

Monday, August 10                            Proposal is issued

Monday, August 17                             Questions due from consultants/firms by 5:00 pm EDT

Friday, August 21                               Responses to questions sent out

Friday, August 28                               Proposals due by 5:00 pm EDT

Wed, September 2                              Proposal selected, and bidders notified.

Questions can be submitted in writing by 5 pm EDT on August 17 to Heather Finn, Operations Manager, at heather.finn@... . Questions will be answered collectively in one document for the benefit of all bidders, without identifying information.

It is anticipated that a proposal  will be selected on or about Wed, September 2, 2020. CCP will notify all vendors who respond to this RFP. If CCP does not receive a proposal that meets our needs adequately and cost effectively, we reserve the right to make no award at this time.

Could young people’s voices be the missing link for youth contraceptive programming?
 
Could we – young designers and adults, everywhere – work together to transform how we support young people’s access to sexual and reproductive health (SRH) services?

 

In short: yes.

 

PSI’s youth-powered SRH programming like Adolescents 360 (A360) has taught us that the best youth-responsive programming comes from young people themselves.

In fact, young people like me have helped to develop A360’s programs that lead with what girls themselves prioritize. And in the 2.5 years since A360 started implementation, 360,000+ adolescent girls have voluntarily adopted modern contraception through the project, well surpassing our goals.

 
As we evolve youth programs to respond to COVID-19, young people like myself must continue steering the ship.

Abstract

The COVID-19 pandemic presents unprecedented scenarios and challenges for programme managers. Health systems have been overwhelmed with the increasing number of cases, and the focus has shifted to saving lives. Furthermore, lockdowns have adversely affected the production and distribution of products and availability of commodities, while the restrictions in movement have limited individuals’ access to services. This article analyses the possible consequences of the pandemic on the rights of individuals and couples and endeavours to provide justifications for continued national commitment and investments in family planning, especially during these challenging times. As sexual and reproductive health and reproductive rights are fundamental to achieving the Sustainable Development Goals, it is critical to focus on ensuring rights-based family planning, because it is intimately associated with fundamental human rights, addresses the issue of equity, equality and universality and provides valid and practical solutions to the vital economic quagmire that has unfolded as a consequence of this global crisis.
